The Foreign Legions of the Interstellar Covenant have a long and proud history. Specifically the 251st Legion. Better known as the Democratic Spartan Army. Hector Bariposa Jerome is the most famous of Sparta's foreign legionnaires.  Defined by their ICS equipment painted in the signature Crimson Red and  Spartan regalia, this is Sparta's answer to handling affairs in the it's closest and neighborly ally in the Milky Way and Andromeda. 

Skilled in hand-to-hand combat as well as rifling in many ranges of rifles, standard Foreign Legionnaires often fight in squads of four due to their low numbers, and often use assymetrical tactics to obtain their victories. From Amani Unus to Diana, Spartan Foreign Legions, as well as those of Abreunom, designated in Royal Purple, Carmenia, Purple, Jakistan, Blue; or Bostonia, Orange; have fought in every major battle since the founding of the country.

The Foreign Legion's only requirement for joining, is that you have a bloodline that can be directly connected to a living relative in both countries. That is for instance, a father from the ICS and a mother from Sparta.  
The Foregin Legions are often operated on their host nation's behalf, but can also be deployed by their mother nation. In this case, Sparta's primary and best units within the foreign legion to the ICS often deploys in major conflicts where Sparta is engage. All the while, the ICS will deploy new recruits to conflicts they are engaged in to build them up.

The Foreign Legion also compliments the growth of the national alliances as well. In Jakistan for instance, the Jakistani 3rd Army, the Foreign Legion the ICS  hosts for them, allows spouses to move with their respective soldiers onto army bases where the 3rd Army is hosted. A move that Jaquelin Mass is trying to make standard across the armies. 

Finally, the Foreign Legions can be used on peacekeeping operations, as was key during the war with planet Vilkaris over their hostilities, Carmenia's leader sent her 43rd Mounted into Vilkaris territory on peacekeeping missions. All in all, the Foreign Legions of the Covenanted States are the main key to unlocking potential alliances. Recently, a new foreign legion unit was commemorated for the North Star Republic. This army, clad in white, will be like all the other military divisions in the foreign legion army. It will be both mercenary for both sides, and the true diplomatic tool that would keep these nations together.

Hopefully the  newly minted Council of Intergalactic Nations will not undermine the successes the Foreign Legions have had in keeping order and civilization going in the universe.
